Well, im not sure if this works but I found this site, (full credit to whoever posted it.) And it said:
If you have a free membership at Club Penguin you can still upgrade your igloo for free! Go to your catalog. Look for the word snow. Where ever you see the word snow click on it. Some pages have snow on them twice, be sure to click on both of them. Then click into your basic igloo click on the window (there is only one in a basic igloo!.) This should give you a free upgrade of your basic igloo for something a little more nicer for you and your puffle to enjoy.
